< Previous60 APRIL 2025 INFRASTRUCTURE In an industry that too often rewards short- term wins, the rise of James L. Williams Middle East (JLW) off ers something diff erent: a case study in disciplined transformation. Founded in 2007 as a Middle East extension of one of Australia’s longest-standing services contractors, JLW has evolved deliberately from a niche MEP subcontractor into one of the region’s leading EPC Main Contractors, with a sharp focus on data centre infrastructure. Now, as part of Al Awael Holding, a subsidiary of Saudi Arabia’s Al Rashed Group, JLW is positioned not just to grow, but to lead in a sector undergoing seismic change. DESIGN, BUILD, AND OWN THE PROBLEM JLW’s foundation in the UAE was never about chasing volume. While the market was dominated by large contractors relying on scale, JLW quietly carved out a space based on something rarer: technical responsibility. Early on, the company built a reputation for converting troubled or delayed projects into full EPC solutions. These weren’t just re-tenders, they were strategic recoveries or enhancement. JLW would take over design, code compliance, commissioning, and delivery while requiring design fl exibility in return. It was a model that worked because it was supported by serious in-house capability: designers, engineers, construction experts, and commissioning specialists operating as a single, accountable unit. By the mid-2010s, JLW was recognised as a contractor with depth to lead design—not just build—complex projects. THE PIVOT POINT: ENGINEERING VALUE INTO CRITICAL INFRASTRUCTURE As the construction market matured—and in many places, commoditised—JLW made a choice in 2019 to pivot. The margins in conventional commercial projects were thinning, and many competitors were folding or falling into survival mode. JLW responded with two strategic moves: Focus only on projects where its full EPC value- add was recognised and paid for, and transition from being a subcontractor to a main contractor. That shift led JLW toward projects where MEP systems were mission-critical: substations, district cooling, central utility plants and ultimately, data centres. The timing was right. Hyperscale players were entering the region, and few local fi rms JLW’S NEXT CHAPTER JLW talks about its disciplined evolution from MEP subcontractor to data centre EPC leader in the Middle East 85% JLW’s revenue share from data centres CW_Apr2025_60-61_JLW_13568245.indd 6031/03/2025 19:15APRIL 2025 61 INFRASTRUCTURE delivery, the backing of Al Rashed is more than symbolic—it’s operationally transformative. It opens access to Saudi Arabia, where the company is already delivering, and where Vision 2030 has created one of the most dynamic and infrastructure-driven markets in the world. WHY SAUDI? AND WHY NOW? Saudi Arabia is rapidly becoming the beating heart of the region’s digital economy. With initiatives under Vision 2030 driving smart cities, hyperscale cloud zones, and AI infrastructure, the kingdom represents not just another market, but a cornerstone of the Gulf’s future. JLW’s strategic expansion into Saudi is fully aligned with both market opportunity and national ambition. The company’s expertise in high-stakes, fast-paced, technically complex infrastructure projects is precisely what the next phase of development requires. And unlike many entrants, JLW is not trying to retrofi t commercial models into the data centre economy. It was built, from the inside out, for this kind of work. A MODEL FOR THE FUTURE JLW isn’t chasing every trend. It has chosen focus over fragmentation, depth over distraction. And it has structured itself—technically, culturally, and now corporately—to scale that focus across the region. As digital infrastructure becomes the foundation of economic growth, the Gulf will need more than contractors. It will need integrators, collaborators, and problem-solvers. In short, it will need companies like JLW. With the strength of the Al Rashed Group, the precision of an engineering-fi rst model, and a clear view of where the region is heading, JLW is no longer simply adapting to the future. It’s helping defi ne it. could meet their technical expectations. JLW was among the fi rst regional contractors to deliver directly for global hyperscalers without needing to partner with other international companies for credibility. Data centres quickly went from being a growth area to the company’s core. In 2020, they represented 20% of revenue. Today, that figure stands at 85%. But with that specialisation came a new reality. Data centres don’t follow the traditional in- country repeat business model. Projects are distributed across GCC and wider MENA, often led by global clients with regional rollouts. To stay focused and remain a specialist, JLW needed more than growth—it needed scale, stability, and strategic reach. THE AL RASHED EQUATION: SCALE AND STRATEGY WITHOUT DILUTION When JLW began its equity process, the goal was to fi nd the right kind of partner. One that understood long-term strategic value, not just short-term returns. Many suitors came forward. VCs with capital but little insight. International contractors that wanted to absorb the company under their brands. But none of them aligned with JLW’s philosophy of independence and technical ownership. That changed with Al Awael Holding, part of the Al Rashed Group—a conglomerate with deep regional presence, strong governance, and a track record of growing companies without eroding their identity. JLW now operates as one of the Group’s 30+ verticals, with direct board access, fi nancial strength, and the autonomy to pursue its focused strategy. I was entrenched in conceptualising, drafting, selecting materials, and transforming spaces into something beautiful and functional. However, about three years ago, as I refl ected on my personality and strengths, I realised that my skillsets and interests were more inclined towards the business behind design. Whilst I still loved the creative aspects of the role, I was increasingly drawn to the processes that supported them. At that stage, I made a pivotal shift in my career. I became heavily involved in business development and pitches, which was both nerve-wracking and thrilling. Navigating design fees and ensuring projects were resourced eff ectively and profi tably became second nature. Operational dashboards became my go-to tools for keeping everything on track, and I found a particular joy in developing detailed project delivery plans. The satisfaction of mastering this new skill was immense. It was a lot to learn, but it added great depth to my role and gave me a broader perspective on what it meant to deliver a successful project. Suddenly, I was viewing construction from a much wider lens and hooked! By early 2024, my curiosity had evolved even further. I started wondering about project management beyond the scope of design consultancies. What would guiding projects directly from the client’s perspective be like? After many conversations over coff ee and breakfast with professionals in the industry, I decided to take the leap and transition to project management as a client representative with JLL. Admittedly, the move was quite intimidating initially—venturing into the unknown often is. However, in hindsight, it’s proven to be the best career decision I’ve made so far. Interestingly, although this was a logical and natural progression, I learned it wasn’t as common as I thought. There’s a widespread misconception that project management is a ‘dry’ fi eld, especially compared to the vibrant world of design. But my experience has been quite the opposite; it’s been immensely empowering and inspiring.
