DESIGN INGENUITY AND ARCHITECTURAL INNOVATION AtkinsRéalis has been appointed by DGP as the lead architect and engineering consultant for the project, overseeing the design concept, planning, Mechanical, Engineering and Plumbing (MEP) aspects, and structural development. The development features a striking two-tower structure interconnected by a suspended sky bridge, housing a fi ve-star hotel within the elevated link. The design leverages the trend of interconnecting blocks within the tower’s elevation, creating a visually dynamic and structurally effi cient form. To achieve the project’s engineering ambitions, AtkinsRéalis has implemented cutting-edge structural solutions. High-performance concrete will be used to ensure maximum strength, while composite systems will enable cantilevered elements to extend from the central core, supporting the dramatic Skydeck. This engineering innovation will not only magnify the tower’s visual impact but also maximise space effi ciency, off ering a seamless blend of residential, hospitality, and recreational experiences. Featuring four distinct entry points, the structure ensures a seamless arrival and departure experience for residents, guests, and visitors while a robust internal infrastructure system supports effi cient and convenient movement throughout the site. AtkinsRéalis has adopted advanced wind tunnel testing systems, combined with the digital wind engineering time history method, to assess and refi ne the tower’s aerodynamics. At the heart of this transformation lies the construction sector, which is poised for unprecedented growth driven by megaprojects like NEOM and The Red Sea Global. With the construction market projected to reach $91.36 billion by 2029, there is an urgent need for advanced, resilient, technological and sustainable building practices. The International Code Council (ICC) is playing a pivotal role in helping to shape Saudi Arabia’s evolving built environment. Through collaborations, cutting-edge certifi cation programmes, and workforce development initiatives, ICC is ensuring that safety, effi ciency, and sustainability remain at the forefront of the kingdom’s ambitious growth. STRATEGIC COLLABORATION FOR ENHANCED REGULATORY FRAMEWORKS As Saudi Arabia modernises its construction sector, strong regulatory frameworks are essential. ICC has been a key collaborator and enabler, working alongside the Saudi Building Code National Committee (SBCNC) and the Ministry of Municipalities and Housing (MOMAH) to enhance building safety codes and align the Saudi Building Code (SBC) with global best practices. Since the establishment of ICC’s Middle East and North Africa (MENA) regional offi ce in late 2019, the organisation has provided tailored regulatory guidance, code compliance expertise, and innovative certifi cation solutions paired with streamlined regulatory processes, and improved effi ciency. By fostering cooperation between Saudi regulatory bodies, industry leaders and stakeholders, ICC is helping to create a regulatory environment that supports innovation while maintaining the highest safety and sustainability standards. DRIVING INNOVATION THROUGH CODE COMPLIANCE AND CERTIFICATION Sustainability and innovation are key pillars of Vision 2030, and ICC’s Testing, Inspection and Certifi cation (TIC) services are helping the kingdom transition toward greener construction practices. By partnering with manufacturers, ICC helps ensure that materials like low-carbon concrete, recycled steel, and high-effi ciency HVAC systems meet strict performance and safety requirements. A key milestone in ICC’s eff orts in Saudi Arabia was the issuance of an Evaluation Service Report (ESR) for a locally-manufactured fl oor and roof panel system. This certifi cation validated the system’s structural integrity and fi re resistance, providing an independent compliance pathway with the SBC. By off ering standardised frameworks for evaluating innovative building systems, the ESR bridges the gap between prescriptive code requirements and performance-based design approaches, facilitating market access and providing a criteria-based certifi cation route for such designs. This process enables manufacturers to demonstrate compliance with safety and durability standards, streamlining regulatory approvals and facilitating the broader adoption of innovative construction technologies in the Saudi market. As the kingdom embraces modern construction techniques such as off -site construction and 3D concrete printing, ICC has been instrumental in setting evaluation and certifi cation standards that facilitate their safe and scalable implementation.
