Over the last three years, infrastructure development has become a key growth engine, propelling economic prosperity, shaping the nation’s economic conditions, and a catalyst for job creation. The sector was arguably the country’s saving grace during the global economic downturn of the pandemic and has, of course, attracted signifi cant investment from the GCC. Indeed, total inbound investment from the GCC has topped $115 billion over the last three years. Egypt’s government has nurtured and fostered the resurgence of the construction sector, and its evolution is a central component of its Sustainable Development 2030 Vision. The goal of the 2030 vision revolves around a commitment to modernisation, resolving urban congestion, and adopting more sustainable urban development practices. The government’s 2030 vision also sets forth the stage for a monumental transformation, which includes the development of 14 new urban communities, known as the fourth-generation cities, to an extensive road and transportation network. The largest fourth-generation city under development is the $45 billion New Administrative Capital, which emerged as the fourth most popular investment location in Egypt for GCC nationals in our recently published Destination Egypt report. Other new mega-cities include New Alamein City, Galala City, and the Suez Canal Economic Zone. These endeavours not only redefi ne skylines but signify a national commitment to fostering economic development and sustainability through creating approximately six million new jobs and providing accommodation for 14 million citizens. The sector accounted for 14% of GDP in 2022, the largest contributor to economic growth. The construction sector is expected to grow by 7.4% per annum between 2024-2027. EMBRACING DIGITAL INNOVATIONS In this thriving sector, technology is taking centre stage. The sector’s embrace of Building Information Modelling (BIM), digital project management tools, and smart construction technologies isn’t just about effi ciency and cost reduction; it’s a testament to an industry evolving with the world. Increasing awareness of environmental concerns is driving a shift towards sustainable construction practices. Green building initiatives, energy-effi cient designs, and the use of locally sourced eco-friendly materials are increasingly becoming integral parts of upcoming infrastructure and construction projects. The new electric high-speed rail system with 22 stations spanning 660 kilometres and connecting the Red Sea city of Ain Sokhna and the Suez Canal Economic Zone to the Mediterranean cities of Alexandria, New Alamein, and Marsa Matrouh is a testament to that. Foreign investment, drawn by Egypt’s strategic location and catalysed by government incentives and economic reforms, is playing a pivotal role in fi nancing and executing these mega projects. FACING THE INFLATION CHALLENGE Despite its strong growth rate forecasts, the construction sector has been — and is expected to continue — facing challenges. Hyperinfl ation has undoubtedly been the hardest challenge to manage. The infl ation rate for construction materials has reached 500% as of Q1 2023, as reported by the Egyptian Central Agency for Public Mobilisation and Statistics. However, the government has been navigating this challenge by increasing PPPs, especially with international corporations that can increase foreign investment while securing shares in prime projects in return. Regulatory complexities and fi nancing constraints also continue to pose challenges to the sector and are being navigated through several committees to build electronic fast-track processes, driven by the private construction sector. It is through these challenges, however, that the sector’s opportunities can be identifi ed and addressed. Utilising and leveraging innovative construction technologies could, for instance, begin to address increasing material costs due to sharp infl ation. For instance, we have initiated a new 500MW wind farm project. This venture builds upon our consortium’s previous success in developing Egypt’s fi rst renewable energy Independent Power Producer (IPP) project, notably tripling our developer consortium’s wind energy capacity in Egypt to 762.5MW. Our success is tangible - one of the two roads is now fully functional while maintaining uninterrupted railway operations. Hyper one parking top-down construction: In this project, we adopted a sustainable top- down approach; by completing the ground level fi rst, we prioritised functionality, reduced the construction timeline, and minimised environmental impact, aligning with our commitment to excellence and sustainability. At Rowad, we continue to redefi ne construction norms, introducing innovative technologies and sustainable practices. Our dedication to excellence and sustainability shapes the future of construction in Egypt. What were the company’s biggest challenges in the Egyptian construction market this year, and how were they addressed? This year, Rowad tackled some major challenges in Egypt’s construction scene. The devaluation of the Egyptian pound hit us, and we also grappled with shortages due to import limitations. However, we were able to overcome these challenges, turning them into opportunities. To deal with the fi nancial shift, we dove into value engineering, which means fi nding smart ways to ensure quality while cutting costs, in addition to planning ahead for all long lead and major imported items. This not only helped us stay effi cient but also ensured we didn’t compromise on the excellence of our projects. Resource scarcity pushed us to think local. We tapped into homegrown talent and materials, supporting local suppliers. This not only boosted our project timelines but also gave a hand to our local partners. Essentially, in the face of challenges, we didn’t just survive; we thrived. We adapted, stayed true to quality, and ensured our projects contributed positively to Egypt’s construction scene. How do your construction endeavours harmonise contemporary building requirements with conserving the nation’s historical and cultural essence? At Rowad, we approach each project with a deep appreciation for Egypt’s rich cultural heritage. Our commitment extends beyond modern construction demands; it involves a delicate balance that respects and preserves the historical and cultural identity woven into the fabric of our nation. For instance, the restoration and rehabilitation of Mohamed Ali Palace stand as a testament to our dedication. Originally constructed in the early 19th century, this iconic structure underwent meticulous restoration, maintaining its architectural integrity. Rowad took the lead in preserving the Fountain Palace, known as El-Faskeyya, showcasing a colonnade with terraces surrounding a square pool reminiscent of a mosque’s courtyard. This project not only revived historical grandeur but also transformed the palace into a thriving cultural hub and premier venue for luxurious special events. Similarly, our involvement in the restoration, adaptive reuse, and structural repair of Sultana Malak Palace aligns with our commitment to technological progress while honouring the past. It’s positioned to become a technological hub and training headquarters for the Ministry of Communication and Information Technology.
