Due to the need for social distancing and keeping operations and maintenance personnel safe, access to virtually all oil and gas sites has been restricted. Face-to-face human in- teractions are reduced, shift changes are extended or drastically modified, and only critical personnel are permitted to site. In a recent CS2AI poll, just over half the respondents confirmed they are less able to respond to cyberattacks when working remotely, or with reduced (on-site?) staff due to illness. This could indicate that some organizations are not prepared to respond to cyber incidents remotely, or that their effectiveness is adversely impacted by reduced staffing levels. Today’s challenging environment has made it difficult to ensure enhanced detection of incident response. This increases the risk of undetected cyberattacks for a longer duration and in turn, can result in more severe impacts. How has cybersecurity changed to keep up with increasing digital/IoT uptake? Digital and IIoT advancements have caused exponential growth in the number of devices, connectivity requirements as well as increased cybersecurity risk and exposure. This has resulted in a greater need for cybersecurity management of IIoT, OT and ICS. To manage the cybersecurity of these areas, the first step is identification of a cybersecurity framework, followed by increased visibility into the component devices and assets. This requires asset discovery and data collection to start the journey of IIoT, OT and ICS security man- agement. Many organizations are looking to build and expand their OT security operations center (OT-SOC) capabilities to include remote access, file transfers, patch management, antivirus manage- ment, security monitoring and more. IIoT, OT and ICS security management is trending towards enterprise-wide solutions, instead of the historical site-specific approaches. Site ownership of OT and ICS cybersecurity suffers from skills and technology gaps, and inability to share expertise and resources between sites. By deploying a centralized OT-SOC, it allows for global stand- ardization, centralization of services, and enables experts to support multiple sites and address the OT cybersecurity skill gaps. The current business environment has increased focus on digital solutions and technologies to support remote work- ing. If certain individuals don’t need to be onsite, they are urged to work remotely, including those focusing on Industrial Control Systems and Operating Technology configuration, tuning and troubleshooting. Organizations that have historically opposed remote connectivity are being forced to re-evaluate remote access technologies for business continuity. Now more than ever, remote working has been recognized as a business enabler while the business world adapts to operating with travel restrictions and quarantine and self-isolation measures. Cybersecurity experts are being asked to recommend the appro- priate safeguards to reduce the risks associated with remote access to ICS and OT systems. Do you see any long-term impact? Cybersecurity safeguards are designed and implemented based on assessed risks to an organization, which is cen- tered on impact level and threat level. The risk levels are based on assessment of threats and vulnerability and the potential consequences. In the short- term, many organizations are reusing their corporate remote access tech- nologies for their ICS and OT systems. Long-term, we can expect to see more cyberattacks that are impacting corpo- rate networks and plant operations as well. The impact of cyberattacks against ICS and OT are higher compared to cor- porate network attacks, and additional cybersecurity safeguards must be in place for remote connectivity, to help reduce business risks to a minimum. 0 .. 3 7 0:45 What measures should oil and gas companies take to protect digital assets? For organizations looking to implement remote access technologies for remote configuration and operational control of their ICS and OT systems, they must con- sider the risk profile carefully. The risk profile must take into account threats that would target the ICS/OT systems, as well as the impacts on their business. Due to greater threat and greater impact, better cybersecurity safeguards are required (compared to corporate remote access) for ICS/OT remote connectivity. Oil and gas companies should re-evaluate their risk profiles, their cybersecurity safeguards, and ensure these measures evolve as cyberthreats continue to evolve.
