A new federal law announced on September 4, which is to take effect from October 1, caps the maximum permissible weight of heavy vehicles that can ply on national roads at 65 tonnes. The UAE federal government said the step was taken to ensure the safety of road users and to protect the integrity of the UAE’s road infrastructure. While the new federal law will come into effect from October 1, heavy vehicle owners and companies have been given four months to adapt to the new law’s provisions before penalties start to be imposed from February 1 next year. Suhail bin Mohammed Al Mazrouei, Minister of Energy and Infrastructure, told a press conference yesterday that the law aims to improve the UAE’s infrastructure, transport and logistics sectors, as well as boost the economy and support government efforts to make the UAE’s infrastructure among the most advanced in the world and the safest. Advertisement The law will cover more than 150,000 heavy vehicles in the UAE, including those that cross the country’s borders to neighbouring GCC states. Only vehicles owned by security agencies, police, the military and civil defence are exempt from it. 28% OF UAE TRUCKS EXCEED LOAD LIMIT According to fi gures available at the Ministry of Energy and Infrastructure (MoEI) 28% trucks plying on the UAE’s roads at the moment carry loads exceeding 65 tonnes. The MoEI will use the grace period until February to raise awareness of the new law and penalties for non-compliance among transporters. Al Mazrouei explained that in the time until the penalties come into force, the government will also issue a decision specifying the permissible maximum total and axle weights, charts of dimensions, a list of violations and administrative penalties. In the four months until the penalties start being imposed, smart gates will be installed on national roads, which will be equipped with 3D laser scanners, electronic sensors and high-resolution monitoring cameras with proven accuracy of 98%. Each emirate has also been given some fl exibility to put in place its own restrictions based on its specifi c road conditions and what local authorities decide, so long as the limit is lower than the national cap of 65 tonnes. This step has already been implemented on Abu Dhabi’s Tahnoun bin Mohammed Road (Dubai - Al Ain E66), where the maximum permissible weight has been set at 45 tonnes by the Integrated Transport Centre (ITC) Abu Dhabi. With this, the Swedish commercial vehicles heavyweight now makes its electric trucks in four factories – three in Europe and one in the US. Roger Alm, President, Volvo Trucks, said: “I´m thrilled! The Ghent factory is the largest one in our network, so this is a very important milestone. Now even more transport companies can go electric with Volvo.” Three different electric models will be built in Ghent – the Volvo FH, the Volvo FM and the Volvo FMX Electric. These trucks can operate at a total weight of 44 tonnes and can be adapted FIRST WITH ELECTRIC TRUCKS Ghent is the fourth Volvo Trucks factory to produce battery electric trucks. First out was Blainville in France, where Volvo started to build electric trucks for refuse handling and city distribution in 2019. One year later, the site in New River Valley, US, commenced serial production of the VNR Electric, designed for regional transport. Then, the company reached an important milestone last year, when Volvo Trucks put their heaviest range into serial production at the Tuve plant in Sweden, as the fi rst global manufacturer to do so. So far Volvo Trucks has taken orders, including letters of intent to buy, for around 6,000 electric trucks in 42 countries on six continents. “Just a few years ago, many thought it was impossible to electrify heavy truck transport. But we decided early on that electrifi cation is our main path to zero emissions. Now we can offer an industry-leading range of purpose-built electric trucks, in commercial operation all around the world,” said Alm. for a wide range of transport needs. “Our trucks are much loved for their outstanding quality, safety, design, and driver comfort. It makes me very pleased that our customers can get all these benefi ts and, at the same time, transport goods without emitting any CO2,” Alm added. The Ghent factory is the largest Volvo Trucks production site with a yearly capacity of around 45,000 trucks. The electric trucks are assembled on the same platform and line as the diesel and gas-powered trucks, in a production set-up that gives the factory a high fl exibility when it comes to handling different variants and demands. The battery packs come from the recently opened battery assembly plant in Ghent, located right next to the production line. The Ghent facility will make electric versions of the FH, FM and FMX. Volvo's fourth facility for its electric trucks at Ghent in Belgium is also its largest production site for trucks. An announcement from Scania said that the start of operations at the new plant enables serial production of heavy-duty premium electric vehicles. Christian Levin, President and CEO, Scania and Traton Group, said: “I am extremely proud of all colleagues who have put their hearts and minds into this. At Scania, we have made it our purpose to drive the shift towards a sustainable transport system. With the battery assembly in operation we have one of the key enablers in place to accelerate the shift to electrifi cation.” Scania’s aim is for 50 per cent of its production to be of electric vehicles by 2030. Looking further, all transport can be electric, said the company. “The shift to electrifi ed solutions is the biggest transformation in the history of transport, and 2023 is the year when it truly takes off. The proof points packs at the new 18,000-square-meter plant in Södertälje, enabling the start of serial production of Scania’s premium electric trucks for regional transport. By locating the assembly plant adjacent to the chassis line in Södertälje, which was redesigned this summer for large-scale production of electric vehicles, the conditions for fast and effi cient manufacturing fl ows are in place. The battery assembly will employ 550 Scania colleagues and is highly automated, from incoming goods throughout production to delivery. The system is fully integrated in the controls of the cold milling machine and, as essential machine functions are directly interconnected, it enables a high level of automation. users also benefi t from higher milling performance, increased effi ciency and, thanks to an automatically- generated construction site report, clearly structured documentation of all site-relevant data. In automatic mode, MILL ASSIST selects the operating strategy with the most favourable balance between milling performance and operating costs. This increases the milling performance while simultaneously reducing diesel fuel and water consumption, pick wear and CO2 emissions. MILL ASSIST automatically controls the engine speed in accordance with the operator’s requirements and, thanks to a wide range of usable milling drum speeds, enables the realisation of a broad spectrum of applications. The lower speed range enables a signifi cant reduction of diesel fuel consumption and pick wear. The upper speed range also enables the Wirtgen's new W 150 F(i) cold milling machine offers a milling width of 1.80m and a maximum milling depth of 330mm.
