The Gulf is also in need of fresh water. “If you look into the water crisis, the UAE is at risk, but because we can afford it, we are desalinating seawater. We can afford it right now, but what if we eventually cannot? That is a problem,” Al Hosani adds. When asked about the cost comparison for the current upstream value chain versus her proposed one, Al Hosani says that was not in the scope of the study—some of that information is confidential and would limit public access to her work. But she is adamant that there are financial advantages to reducing waste and improving sustainability. “In the oil and gas industry, you are always working with a host country,” Al Hosani says. “You do not know what will happen, and you have to be alert and ready when legislation comes in, for example, saying you are not allowed to flare or you are going to be taxed really high. My study is an invitation for oil and gas companies to study it further.” Under current market conditions, it would be difficult to convince anyone to approve extra capital expenditure, but the circular economy holds potential for a future with greater collaboration across industries and nations. “Circular economy is an emerging concept, but it is lagging in many industries because it is daring. It is a big concept,” she says. “The biggest hurdle is that it depends on others, and no one wants to depend on others, especially when developing a company’s strategy. You cannot just depend on others, because that means a lot of work and a lot of alignment. This is why it is lagging.” She still believes it is the way forward, and there appears to be some support for this higher level of collaboration to improve sustainability. People are interested, but they are still waiting for you to do the work, they are waiting for you to do everything and come to them with a ready business plan.” Al Hosani is currently writing another thesis with Harvard University on corporate sustainability, again focusing on the oil and gas sector. She notes that people immediately link sustainability to the environment, but it actually has a wider scope, and the public has to buy in to make it effective. “Sustainablity has three pillars: the environment, the social pillar, and the economy. They always have to be together.” SPECIAL FOCUS - NIGERIA 22 oilandgasmiddleeast.com JUNE 2020 AFRICA’S POWERHOUSE CONFRONTS CORONA Nigeria’s oil and gas industry is moving forward despite challenging market conditions and the impact of the coronavirus pandemic As the oil and gas industry starts to recover from the historic crash in oil prices, there are signs of optimism from some of the world’s largest oil producers. In West Africa, Nigeria has cut its production to comply with the April agreement between the Organisation of Petroleum Exporting Countries (OPEC) and its allies. “The cut for Nigeria is about 417,000 barrels per day (bpd), which is about 23% of our production. And of course, as at the end of April, we have complied,” Minister of State for Petroleum Timipre Sylva said. OPEC and its allies (OPEC+) made a historic deal to cut 9.7 million bpd of production for May and June in response to the coronavirus pandemic, which has caused oil demand to plummet. According to the deal, Nigeria will have to limit its production to 1.41 million bpd. While oil is responsible for less than 10% of GDP, it contributes half of the government’s income. Nigeria’s oil revenues fell $326 million (125.5 billion naira) in Q1 2020, as the economy is hit by the coronavirus pandemic as well as low oil prices. Finance Minister Zainab Ahmed said that without stimulus, Nigeria could see the economy contract by as much as 8.9%. In the fi rst quarter, Nigeria’s economic growth beat estimates due to an increase in oil production to compensate for rapidly dropping oil prices, but a slowdown in GDP expansion was attributed to the coronavirus pandemic, with the National Bureau of Statistic writing that it indicates “the earliest eff ects of the disruption, particularly on the non-oil economy.” Nigeria’s oil output hit 2.07 million bpd, up from 2 million bpd in Q4 2019, and 1.99 million bpd in Q1 2019. As such, the oil sector grew 5.06% in Q1 2020, according to a report from Bloomberg. The International Monetary Fund wrote that the drop in oil prices would impact Nigeria, with a possible contraction in GDP of up to 3.4% in 2020. The nation has lift ed the offi cial selling price for its supply in June up from record lows, which could ease tensions for the country in a lower-demand environment. Meanwhile, production cuts globally are draining some of the oversupply in the market—many Gulf nations have shouldered additional cuts on top of their commitments to OPEC. With restrained production and rebounding demand, analysts expect prices to grow positively. Globally, global production has been slashed by 14 million to 15 million barrels per day, said Russian Energy Minister Alexander Novak. RIA Novosti estimates global surplus at 7 million to 12 million barrels per day. “At this stage there are two only variables that are able to signifi cantly move prices,” says Bjornar Tonhaugen, head of oil markets at Rystad Energy. “Hints on the direction the coming OPEC+ meeting and the consensus that will be reached, and the rate of the shut production’s reactivation. We may not export but create development activities around the production.” There are other positive movements in Nigeria, including a $4 billion engineering, procurement, and construction (EPC) contract for Train 7 awarded to a consortium including Saipem, Chiyoda, and Daewoo, by Nigeria LNG as part of a major gas expansion plan. The project aims to boost LNG output by more than 30%, as production of the resource has fallen in the past several years. “Unless projects like this go on, the economy will not improve,” Sylva said of the fi ve-year project. essentially the strings that will aff ect the oil supply.” In the meantime, Nigeria’s ambitious growth plans will continue, with eff orts to explore for hydrocarbons in the Northern region of the nation. Sylva revealed that one billion barrels of crude were discovered in the north east, and said that he would consider realistic options to exploit these resources. “The discovery at the inland basin has been announced, but will it be viable when oil prices are low?
