While all success stories start with a vision and successful visions are based on strong pillars, the kingdom’s vision not only reflects its strengths and capabilities, but also brings with it a sea of opportunities. As the catalyst driving the vision forward, the construction industry is revolutionising several sectors in the nation, including real estate, tourism and entertainment, finance, and industry. Now, a transformation is sweeping Saudi Arabia as a result of its expansive construction market. Through the launch of Construction Week Saudi’s print edition — part English and part Arabic — we are setting a foundation firmly within the Kingdom of Saudi Arabia and its exponentially growing construction industry. Thanks to its planned and ongoing pipeline of multi-billion-dollar mega and gigaprojects, Saudi Arabia is shining on the world map, sharing the light of its ambitious vision with the world. Projects such as NEOM, The Red Sea Project, Qiddiya, Diriyah Gate, ROSHN, AMAALA, Riyadh Metro, Jeddah Metro, among others are telling new tales of innovation and achievement. The kingdom is investing in a variety of projects, from infrastructure to residential and mixed-use developments to tourism projects, and hospitality programmes. The increasing scale of investments has brought the public and private sectors closer together in the kingdom. “Investments aimed at developing assets that will provide a diversified GDP, one that is much less dependent on oil, are a cornerstone of Vision 2030. The construction sector is key to developing these assets,” Dr. Walid Mahmoud, chief executive, AECOM Arabia told Construction Week Saudi. Read the cover story to find out more. As Saudi Arabia looks ahead and marks new milestones, I’m amazed by the ways in which the construction industry is assisting the nation in its journey to undertake a significant socio-economic transformation through Vision 2030. At Construction Week Saudi, we are following the kingdom’s journey very closely (and very eagerly) to tell stories about the nation’s transformation. Signing off! PUBLISHED BY AND © 2022 ITP MEDIA GROUP FZ-LLC. “A vision is the art of seeing what is invisible to others.”Our mission in the Saudi Contractors Authority (SCA) is constantly driven by the strategic goals of Vision 2030, where the contracting sector contributes to developing a dynamic society and maintaining a prosperous economy. As the second largest non-oil sector in the Kingdom of Saudi Arabia, the contracting industry with all its sub- categories shapes different challenges, and we are very keen at the SCA to transform these obstacles into chances for the contractors. One of the most problematic tools of the construction industry that we address is the contracts between project owners, contractors, and subcontractors. We provide 25 different electronic contracts that cover all technical and legal aspects, available on our website “Muqawil” to improve quality, preserve the rights of all contractual parties, and to reduce disputes that may cause project failure or delay. In order to save both time and effort, we launched the advisory services REALISING VISION 2030 GOALS In helping achieve Vision 2030’s ambitious strategic objectives, Saudi Contractors Authority (SCA) has been contributing to the development of the kingdom through the contracting sector | VISION 2030 | 8platform, through which many technical and administrative consultations are delivered by experts in the field to owners and contractors. We have also focused on developing both the capabilities and skills of contractors through a variety of training courses, which are offered by the Authority’s Academy. Another initiative from the SCA is the projects platform and the project managers’ platform to fill the gaps in making involved parties closer to each other by enabling them to share project details and manager qualifications. We also developed an interactive price index that indicates the building materials prices for our stakeholders. Since these prices are variable, the index offers a comparison on the market prices today, and through the past seven years in order to measure the differences. When it comes to conferences and forums, we have presented the Future Projects Forum for four consecutive years, welcoming over 96 government and private organisations and 13,000 attendees with projects worth more than $532.5bn (SAR2tn). We also provided a platform for owners to rate contractors with the aim of ensuring transparency and quality. This is one of many services and initiatives which were provided to help us continue our mission of regulating and developing the contracting sector and building a confident future. A closer look at these efforts demonstrates the positive impact that the contracting sector has in terms of realising Vision 2030 goals. “OUR AIM AT THE SCA IS CONTINUOUSLY INFLUENCED BY THE STRATEGIC OBJECTIVES OF VISION 2030.” Eng.
