Construction Week spoke to developers and contractors in Dubai, who shared details on how they weathered the climate condition. Saeed Al Abbar, the managing director of Dubai-based consultancy AESG told Construction Week that the company’s team of sustainability, environmental and planning experts were working with developers on “urban planning design solutions to mitigate weather impacts”. “We are certain that the strengthening of interdependent infrastructure systems will help cities become more agile and resilient to climate change,” Al Abbar said, while speaking to Construction Week. Al Abbar stressed that the recent climate conditions “highlight the need for urban resilience and climate adaptation in cities”. “Building resilient cities encompasses effective preparedness and response systems to unpredictable weather patterns.” Meanwhile Dubai-based Azizi Developments faced minor disruptions during the rain. “Tower cranes cannot be operated when winds are too strong, so we had stopped ours for some time”, the executive director of engineering division, Mohamed Ragheb Hussein told Construction Week. “The only activities that heavy rain and wind impact are the operating of cranes and open air construction. We’ve prepared for these weather conditions ahead of the season,” said Hussein. However, a drain on the roof oor at the developer’s Plaza in Al Furjan incurred, “a minor blockage”, which Hussein said “was xed in an hour of it happening”. Construction progress was halted for a day and a half at some of the projects that Dubai-based construction giant ASGC is building, the rm’s project manager, Wassim Hegazi said. Speaking about the protective measures the company adopted on-site during such weather condition, Hegazi said: ”The rst priority is to check the electrical connections safety and review the shafts openings and closures.” Meanwhile, general manager of Dubai-based real estate rm Samana Developers, Alan James, said that safety of its site workers was the “prime concern” during heavy rain. James said: “The only impact on site activities has been the delay of around 300 construction workers in reaching the sites due to the road conditions.” Rain does not occur frequently in the UAE, but developers and contractors are carrying out adequate contingency and recovery planning, and continuously monitoring all sites to ensure safety during extreme weather conditions. This is being made possible due to the development of Mohammed bin Rashid Al Maktoum Solar Park (MBR Solar Park), which is being developed in ve phases. In January 2020, Dubai Electricity and Water Authority (DEWA), which is developing the solar park — the world’s largest single-site solar park based on the independent power producer (IPP) model — revealed that construction work on phase 3 of the park is progressing according to schedule, with operations to begin in April 2020. Current work on phase 3 of the park focuses on operational preparations to evaluate the readiness of the substation. After the primary tests, the substation will undergo pilot operational tests. The photovoltaic (PV) section of the solar park is being built by DEWA, in partnership with a consortium led by Abu Dhabi Future Energy Company (Masdar) and French electric utility company, EDF Group, through its subsidiary EDF Énergies Nouvelles, in three stages. Stage 1 of phase 3 with 200MW capacity commenced operations in May 2018, while Stage 3 was operational in August 2018. The solar plant comprises an advanced solar tracking system that is capable of increasing generation ef ciency by 20% to 30%, compared to xed installations, making it the rst of its kind in Middle East and North Africa region. The solar power projects currently operational in the solar park have a capacity of 713MW with a planned capacity of 1,013 MW by April 2020. In addition, DEWA is implementing four more projects with a capacity of 2,150MW at the solar park, bringing the total capacity of the current ve phases to PHASE 3 OF $13.6BN MBR SOLAR PARK TO OPEN IN APRIL Managing director and CEO of DEWA, HE Saeed Mohammed Al Tayer: “We are committed to completing the phases of the Mohammed bin Rashid Al Maktoum Solar Park to the highest international standards with the latest solar power technologies” 2,863MW. Last year, a consortium led by Acwa Power and Gulf Investment Corporation was selected as the preferred bidder to build and operate the 900MW phase 5 of the MBR Solar Park Speaking about the solar park, managing director and CEO of DEWA, HE Saeed Mohammed Al Tayer, said: “We are committed to completing the phases of the Mohammed bin Rashid Al Maktoum Solar Park to the highest international standards with the latest solar power technologies.” DEWA is also building the four- oor Innovation Centre that spans 4,000m2 with a height of 90-metres, and features a oor highlighting DEWA’s experiences in energy and water, and its progress in the solar power sector.
